Civil Service Commission FAQ

In order to qualify for the positions of Public Safety Officer or Bay Constable, candidates are required to pass a Physical Fitness Screening Test. The components of the tests and the criteria for successful completion for each are contained in the PDFs listed below. Candidates should review and be familiar with the protocols and qualifying criteria.

 

RESIDENCY REQUIREMENTS FOR OPEN TO PUBLIC EXAMINATIONS: Unless otherwise specified, all candidates must be a resident of the Town of Hempstead for at least four months immediately preceding the date of the examination (proof may be required).

 
Please Note:
A NON-REFUNDABLE Processing Fee of $40.00 must be submitted for each separately numbered examination.
You must submit proof of Town of Hempstead Residency with your application such as a copy of your New York State Driver's License or Identification Card issued by the New York State Department of Motor Vehicles. 
APPLICATION DEADLINE: APPLICATIONS MUST BE SUBMITTED BY THE DEADLINE DATE LISTED ON THE ANNOUNCEMENT. YOU CAN HAND DELIVER YOUR APPLICATION TO THIS OFFICE OR MAIL IT TO US. IF YOU WAIT UNTIL THE DEADLINE DATE TO FILE, YOU MUST HAND DELIVER THE APPLICATION TO THIS OFFICE BEFORE 4:45 PM. IF YOU ARE FILING BY MAIL, THE APPLICATION MUST BE POST MARKED ON OR BEFORE THE DEADLINE DATE. APPLICATIONS POSTMARKED OR HAND DELIVERED AFTER THE DEADLINE FILING DATE WILL NOT BE ACCEPTED.

 

Commissioners

The Civil Service Commission is composed of three Commissioners who are appointed by the Town Board. Each Commissioner serves a six-year term. The three terms are staggered so that a Commissioner is appointed every two years.

Executive Director

The Executive Director is appointed by the Commissioners. The responsibilities of the Executive Director are to carry out the every day functions of the Civil Service Commission.

The Town of Hempstead Civil Service Commission, under the day-to-day supervision of the Executive Director, is charged with implementing and ensuring compliance with the rules, regulations and requirements of the New York State Department of Civil Service. Functions supervised by the Commission and the Executive Director include classification of job titles, maintaining employee records, the administration of civil service examinations, establishment and administration of eligible lists, ratification of examinations and employment applications.

Classification and Personnel Actions Division

This Division is charged with ensuring that the responsibilities, duties and qualifications of each Town job specification is current and valid. The Division also processes applications for employment received from the Director of Human Resources, evaluating the qualifications and backgrounds of applicants according to established requirements and recommending approval or disapproval. In addition, it administers the roster records for all full-time and seasonal/part-time Town employees and conducts a semi-annual payroll certification in accordance with New York State Civil Service Law.

Testing and Evaluation Division

The primary responsibility of this Division is to ensure fair, impartial and effective administration of competitive-class title civil service examinations. The Division orders or writes required examinations and prepares, distributes and publicizes examination announcements. The division also provides information to employees and non-employees interested in civil service examinations, examines and evaluates the qualifications of applicants for examination and makes appropriate recommendations to the Commission and the Executive Director. Applications are processed for examination and candidates are notified of their eligibility to take an examination.

*UPDATE* Reduction in Number of Pre-Rating Review Sites

In certain instances, the State of New York's Civil Service Commission allowed for an opportunity referred to as Pre-Rating Review. This occurred on the Saturday following the date of the written test at one of 11 test centers across the State of New York.

The Town of Hempstead has received new instructions pertaining to these reviews. The State has reduced the previous number of test sites from 11 to three. According to the new regulations the sites are: Albany, Buffalo and New York City. This change will be in effect until further notice.

Directions

Northern State Parkway
Take the Northern State Parkway East or West to Exit 31-A, Meadowbrook Parkway. Take the Meadowbrook Parkway to Exit M4-NY 24 West, toward Hempstead. Continue on Hempstead Turnpike West (which turns into Fulton Avenue in Hempstead). Make a left on Washington Street. Make a right on Front Street.

Southern State Parkway
Take Southern State Parkway East or West to Exit 19N, North-Peninsula Boulevard, toward Hempstead. Merge onto Peninsula Boulevard and continue to South Franklin Street. Make a left on South Franklin Street. Make a right on Front Street.
